Gary? Anyone? Help

Ok so I learned that my policy was revised in oct 2006 I sent in my stuff for preapproval in Nov 2006 was denied in Dec and now want to appeal. Does the revision go into affect in Oct or at the date of the policy renewing? Should I still be under the 2006 before the revision of after. Tere was some changes the revision made it more detailed and strick. I did not get notice of the change until jan 1st 2007. What do I do? Tamara
