Have to pay out-of-pocket for a psych. eval because of my deductible?

Okay. So I have no idea what that means. I know my deductible is $800, and my Maximum out of pocket is 1,000.  Can someone shed some light on this. I'm thinking he's just out-of-network, and not covered.
