What is the policy in North Carolina

I work in VA but the company Iwork for was just bought by a company in NC. We will still have Anthem BC/BS but it will be out of NC. In VA a company has to carry a rider for WLS coverage. In NC do they have to carry a rider or do they have to exclude it?  I have been paying insurance premiums for the sole purpose of getting this surgery. But the company I currently work for cancelled their rider preparing for the sale. Now I will have a new company employee plan and do not know where to get info. They won't be handing out benefit books for about a month although our insurance will change effective Feb. 1st.  Is there any insurance plans I can purchase without an employer that will cover the surgery?
