Fluid Retention
I'd say it depends on what is causing the fluid retention... If it is just the average premenstrual sort of bloating, yep--waiting it out and flushing with water helps. But, if it is more related to other health conditions such as blood pressure, you could get a med from your doc. Preop, I used to take HCTZ for it. Cutting back on the sodium and even the carbs (body stores carbs in water) can help a bit too!

The only times I retain water is when I'm eating more junk than I should, in which case I'm generally also not getting in enough water or Crystal Light. As soon as I start eating good protein, cutting out the bad carbs, & increasing my fluids, I completely lose the puffy ankles, fingers, etc. I too am well past having my periods, so that's never an excuse!
(I'm not saying you're eating junk!! This is just my experience!)

Even though I have lost 95 lbs I still have to take lasix almost every day. They tell me to take it as needed, but I can feel it if I miss a day. They never really were able to tell me why I needed it. My blood pressure has always been great, even when I was at my heaviest. For some reason I just don't urinate enough to get out all the fluid that collects in my lower extremities. I can tell that I still need it because I can loose 3 lbs in a day just by taking the lasix. Then the next morning that 3 lbs is back......lol
