Ok for you exercise gurus I need advice. I have lost 90 lbs with maybe 30 left. I am still very flabby in the legs and butt and I have bat wings on my arms. I may eventually need surgery but don't have the funds so. ....... What can I do too lose the extra flabby fat on top of my thighs and front of the legs and butt. Can't afford the gym right now so I need suggestions that don't require that. Help.

I was in the same boat as you!  Eventually those problem areas will "give".  What kind of exercises are you doing?  How is your diet?

If you mean the extra skin - it won't happen.  You can build up / tone the muscles underneath to make it look better, but the skin is most likey there to stay  (depending of course on age, genetics, weight, how long you were overweight, sun damage, etc etc )

Its not extra skin it is just a later of fat over the middle that I mugged to get rid of. It looks like my last 20 lbs it's all there. All I am doing is walking because I camt afford a gym right now. ...will it eventually disappear when I lose the rest? What did you guys do?

What I did to tone & get fit is running, but that's not everyone's cup of tea. Consider researching online exercises that you can do without equipment (e.g. lifting things already in your home, like boxes of kitty litter, bags of dog food, etc) or if there is a Play It Again Sports in your area, you can invest in stuff to keep in your home (Bosu, free weights, resistance bands, jump ropes, etc). Doing something every day, alternating with cardio and strengthening days, can help burn the fat and tone. Good luck!
