Burn fat first, or build, THEN burn fat?

Okay...so I'm at a stall with my weight loss. I'm not terribly upset about it. I'm on fibromyalgia meds and they are not helping. BUT, I have lost enough in the last few months. I have some extra skin and fat that needs addressed. I'm not going to be able to get rid of all of it through working out, but I really want to do what I can. And I would love to be buff and fit. It's always been a goal.

So, I have a lot of weight training books, I know about exercises....I have programs I've followed. I pretty much have any weight equipment anyone could want, But how should I start? A 3 day body split of weight training? An all around full body program for 5 weeks? Circuit training? Push, pull circuit training with resistance bands?  I would like to build muscle, but also need the lean portion halway in check. The stronger I am, the better with my profession. But I need some of this jiggly GONE. Any ideas? Any advice? I do hot yoga to compliment my workouts and ride bicycles, so cardio is no prob.

Build muscle, then burn by circuit or vice versa?

 I think you should start slow. I would do weight training  for example. M- W-F- Sunday, Tues, Thursday, Sunday. etc. Cardio on the days you dont do weight training. Then after 3 weeks and you body builds tolerance go to a Full body program for five weeks, then change to another program. I heard muscle confusion works best since your body is starting out technically New..
