Best way to tone up the flabby arms??

Does any one have any suggestions for toning up the upper arms and my thighs?  What has worked for you?

 For your triceps take a dumbell or the new balls and left it up behind your head.  Start out small so you will not drop it on your head. Use both hands to left it.   For your thighs you can try lunges.   You can start out without any weight than add a ball bell.  You place the ball bell behind your head on top of your shoulders than lunge forward try not to extend your knee further than ankle/foot.  I hope this help.  If you need better instructions let me know and I will pull out some of my weight books to see if they explain it better.  Good luck.

Now for the standard bad news.

If it is just extra skin, you really can't do anything.  You can build some muscle under it which will help some, but there are no exercises that actually make the extra skin go away.  The exercises can change the way it hangs and the muscle can build some support structure under the skin, but either your body will reduce the skin or it won't

Genetics,
How long you were over weight
How much you were over weight
Plastic surgery.

I do pushups, dips and pullups at the gym to focus on my arms and upper body. I also do all the arm type weight machines. I started with high repetitions and low weights, and now I am doing much higher weights and three sets of 8 on all the machines. I particularly like the machines that work the tricep because it helps build the back of the arm and I can see a difference ( in six weeks) on my arms.

I'm gonna invest in some flesh colored duct tape..until I can have surgery to remove all the extra skin
