when should i weigh in
I usually weigh more after I work out. I think the best way to go is to weigh yourself once a week at the same time to get the best measure of your weight change. There will be daily/hourly fluctuations in your weight, and I think working out can cause that as well.
It would be pretty hard to gain 1-2 lbs of fat while exercising. I wouldn't worry about it.

How much are you drinking during your workout?
What kind of workout are you doing? If you are doing a cardio type of workout, you should probably be sweating out enough that the scale is lower post workout.
If I go for a long run or bike ride, I will typically lose a couple pounds, but it's all water or sweat. Once rehydrated my weight is right back up there. It's a constant balancing act to make sure I'm drinking enough so that I don't get dehydrated, but not so much that I feel like a water baloon about to pop.
I generally pick a time and that is it. Morning works best for me, as it is convenient. Step on the scale, then get into the shower. But there is quite a fluctuation from hour to hour as was mentioned. I always weigh less in the morning than the evening even if I haven't had much to eat. Morning weigh in is always less.

Sounds like you might be a little addicted to the scale. Pick a day of the week/time and weigh every week at that same time. Period. No more that that.
I weigh every Friday morning before breakfast. That is the only time I get on the scale. I keep it in the basement in the exercise room so I have to go down there to weigh in--when I workout, I don't even look at the thing....after 2 years I know I'm only getting on it on Fridays.
