body fat & exercise?

I know that the body has a 'protective layer of fat' that you cannot get rid of.  After weightloss is this layer thicker in spots?  I have been trying to tighten up areas on my body and they do not seem to get any tighter.  I know there is lax skin, but I would think that working/building the muscles would help.  I have problems mainly with my butt and hips. I run everyday so it should be nice and firm but it is not.  Is this just excess fat/skin tissue or should I work harder?  Is there anyway to tell for sure.  I don't want to bulk up muscles but I dont like the flab.  I am considering surgery, but I thought I could get it down to just skin first.  But that doesn't seem to be happening.

 Get your body fat tested by a trainer then go for a plastic surgery consult.  Between the 2 you will find out if its skin or not - hard to tell my just reading words and not seeing you.

Wow AWESOME BODY!  I see you have truely embraced the new lifestyle.

I was considering consulting with a trainer at my gym... so maybe I will do that.  I have had TT/panni and am looking into BL right now.  I know I dont want to do anything about my arms or thighs because i dont want to have the scars... but I cannot seem to get my butt any firmer... I know my tummy is muscular but there is still a bit of lax skin due to some weightloss since TT.  I have never actually used weights and am beginning a weight circuit class next week. I will talk to one of the trainers and see what they can suggest.
