You can't spot burn fat. Unfortunately it just doesn't work that way.
The best you can do is work the muscles in that area to firm up the supporting muscles, but the fat burn will happen where it wants to. Generally spread around your body.

You just need to keep losing. I lost off my tummy and thighs last. You could actually see my bones from the waist up -- spine and ribs and chest bones (collarbone?) -- but I still had plenty of fat downstairs. But I just keep plugging away and eventually it went away. Some of it came back up top (thank goodness) but the rest just burned off as I lost more weight.
