Flabby arms!! Get rid of my bat wings!!
Long ago, in a galaxy far far away, before I became morbidly obese, I was a personal trainer. There is no such thing as "toning". Toning is a word that was create by people like Jane Fonda to sell exercise videos.
What you can do, is build the muscles under the skin, to make the muscles bigger and harder, which can slightly make less skin hang. Bicep curls, tricep pull downs, bench dips, skull crushers, etc. are all exercises that can build the muscles in the arms under the skin to build them. The skin will be there, we can't get around that. The WLSers that don't seem to have much extra skin, they either did not have much weight to lose, or they were given the gift of good genetics.
Weight training can help, but it will not "tone" anything, will just build up the muscles. Weight training is great anyway because it speeds up your metabolism, and your body is using calories while it is rebuilding the muscles. It is also great for your joints and your well being, when you feel stronger your feel better. Many women choose not to weight train because they are afraid of "getting bulky". We, as women, cannot get bulky, we do not have enough testosterone in us to build muscles like men do. Women's bodybuilders take steroids, which is testosterone, which is why them grow muscles similar to men's muscles.
In the end,the only way to be rid of bat wings is plastic surgery. If you have any questions or need help getting started in weight training send me a message.
