Cost is kind of relative, my wife bought me a watch that has gps tracking on it.  That is a purchase I would have called extravagant, but it has been so beneficial to my running and tracking my progress, that I would buy it again should the need ever arise.

The easiest way would be to walk or run around the track at a local school and time yourself.
That is a known set distance, then just look at how long it took you.  Or use a treadmill at the gym.  But be warned my times on the treadmill are never what they are on the road.  However it should give you a general idea.
Pedometers are very inacurate, they assume that you take a constant, consistant stride, never changing the distance of the stride.  This isn't practical when you are running especially if there are hills involved.

I use www.mapmyrun.com to figure out how long my route is, and then time myself when running it (I have a watch with a stopwatch on it).  it's not perfect, but it helps me understand my pace outdoors versus a treadmill.  I've found most pedometers to be really inaccurate.
