How do I tone my hips/thighs????
I was the same way, I lost all my weight up top first and then it progressed toward my bottom half. My Dr. said that is normal, that we lose from the top to the bottom. The bottom half has now caught up, but I was about 6 months our before that happened.
You can still work on toning them, but I'm not sure how much it will help initially - I did weights and I think that has helped me now, my legs are pure muscle!
