A possible "wow" or "WTH" moment--somewhat long

Coming back from lunch on a small neighborhood "through" street, I was (and I was speeding a bit, I knew that)about 4 blocks from my office. Now, in Oklahoma, we have city police, sheriff's for the counties, and then Troopers for the State. This Trooper was parked at the very small mom and pop grocery store and I knew before he ever started that he was going to pull me over. Yup, he did. (make new paragraph for Kellee) I turned onto a residential street and he walks up to the car. Before he says anything, I told him I knew what I did and I had no explanation. A little "official" chit chat about if I lived in the neighborhood, "No, I work in that building", blah blah blah. He asks for my license and tells me I'm getting a courtesy warning which won't go on record, etc. So, as he walks away I asked if he needed my insurance verification. "Nope, it's fine." Comes back with the warning and says "What is your phone number?" I told him. He tells me to have a good day and slow down. Now, 2 blocks up, he's 3 cars in front of me at a stop light. 1 car ran a red light and turned left directly in front of him. Another car coming from the direction he was driving towards, turned left without a green arrow and right in front of him. The trooper almost hit this car. Now, does he flip on those lights to either of them? Oh no! I'm thinking to myself how crazy that was and being a little pissy about it, actually. I go up the elevator with one of my employees and told her about it. She giggles and says, "goofball, he was checkin' you out." Ok, I thought she was the kook at that point. I tell two others about it and they looked at me with this "huh" look on their face and the woman said, "oh yeah.. she was right; he was gettin' your digits." Me looking like a deer in headlights. And the man said, "damn, you really can't see when someone i****ting on you, can you?" (I've told them I was always called unapproachable, but I just never thought anyone looked. Skinny, fat, I never thought anyone would check me out. And I still think the trooper was not doing that, but why didn't he stop the two *****ally did something?????? Maybe our California trooper could enlighten me a bit.
