Maybe--you should still be able to lose it just won't be as easy as the first months.

This is just my experience. I'm coming up on a year 4/15 and I find myself not as exacting as I was to start. If I wasn't keeping a good food diary I'm not sure what I would think. This might not be your issue but it can't hurt to go back to strict basics for a while and see if that gets you back on track. You might post meals in bites and vites for a couple of weeks just to see what other people think.
I've slowed down but have not stopped yet except for occasional stalls.
Good luck getting past this.
Pete
I am coming up on a year 4/17 and I have noticed that my weight loss has slowed compared to the first 9 months. I believe the lighter you become the harder it is to lose because you are seriously going by percentages rather than just pounds. That is why it is harder for lightweights. I only have 59 pounds left to go. I will have to work it this next year. =) I know it will NEVER be as hard as it was pre DS.
