Yes, they do make them...but in MOST stores the smallest they go is a size 4 unless you look in the Junior Dept. Problem is, I am 57 not 17 or 27. I'm not a fan of jeans that have been ripped or "beat to death". I also prefer my jeans up on my WAIST and not down around my hips. If I wanted hip huggers, I'd buy them that way...give me the natural waist line.
