I was going for a new cartoon avi based on that pic. BeFunky.com has awesome effects including cartoons and drawings from your pic. No registration or downloading toolbars needed. The down side is some don't work so well on us dark skinned folks. This artsy effect did not make my skin look blotchy, but it still washed out my color.
