This is indeed the "Black-necked Stilt".
These birds are readily identified by their "sharply" contrasting black and white color pattern. And they have "extremely" long legs compared to their bodies. (Matter of fact, this bird's legs are second only to the flamingo when comparing its legs to its body.)
