Should I call "The Man" on this b*tch?

So, I was sitting on the sofa and happened to look outside and saw this little boy (maybe about 15 months or so) walking around this parked van.  I thought to my self, "ok, he can run and get hit by any fool speeding through the parking lot " and shook my head at whomever was supposed to be loading or unloading him from said van.  Then I go to the kitchen for a minute, come back and see him again so I go out to the patio and look over and see no adults in sight and ask where's your mommy, he walked to the bumper of the van and stopped, at this point, I'm concerned he'll run into traffic or that something is wrong with the adult in the van or whatever, so I throw on some clothes and grab my phone and go out to him.  I'm now thinking "OMG, what if someone is dead inside this damn van?"  go look in the van, see no one, still no adults in site so I take his hand and call 911.  Just as I'm telling them what's wrong out comes some boriqua heffa carrying the hard hose part of the vaccum as if it's her beatin' stick holla'n for him.  I tell 911 nevermind, they say did you want me to send the police, I wryly state no, but you may wanna send DFACS on Monday.  Boriqua starts rambling about him getting out, and I was like you might wanna watch him, so she continues to ramble and explain to me his getting out.   I just really don't get how the hell this happened and I'm so seriously asking should I call DFACS on this hoe? 

Let me also state that the baby's diaper looked-ed-ed real heavy

you betta than me cuz i woulda told the po-po's to come on anyway.  they would have been able to assess the situation and notify child services it the need warranted it.  that po baby.  if she can't keep up with him at 15 months, what is she gonna do at age 5, 10... smh.  i'd say call 'em, but that's just me.  i'm looking out for the welfare of the baby.

i've only known about how social services work in new jersey & maryland so that makes my experience very limited.

but i'll tell you that in both places, social services rarely helps.  unless they starvin the kid to death and keepin them chained up in the closet for weeks on end, the kid is probably better off with their messed up parents than in "they system".

unfortunately you're probably right and that's what I was thinking, but I will be all up in the window like Pearl on 22****ching for shadiness

I understand your hesitation but I think I might have to call.  If nothing else they can assess the home situation and if there is no problem, no harm no foul.  But I would hate to think what's gonna happen the next time that baby 'wanders' outdoors and a well intentioned adult isn't looking out.

I would have let the police come. You might have saved a life. A similar situation occured where my mother resides this past summer and a month later ended very badly because the man blew it off. Turns out the child would escape regularly because mom would be in the house high off her ass. The last time he got out he was found in the river.
