Ladies How old were you when you first?
my daughter/niece is 14 and in the 9th grade too and she wears a little make up. she does competitve cheerleading so for the competetions she had to wear it at an early age but as far as school i do allow a pressed powder compact from clinique cause its light and she has a little acne so it helps her feel better about it. and she does eye liner or mascara NOT both! and lip gloss CLEAR! or lightly tinted. she is half pink so she can get away with a pink tint lipgloss LOL . but sometimes when i see her i am like OMG when did all this happen??? i feel your pain girl i feel it!!!
the important thing is to teach her how to apply it properly so its not a big old mess LOL

Girl I can't teach her nothing!!!!!!!!! I'm clueless
I started wearing makeup in 8th grade. One thing to keep in mind is that there is clear mascara, so even if she overdoes it, it doesn't really show up at all. Or you could get her clear mascara with glitter (I was in love with glitter at that age!) Lightly tinted lip gloss might also be nice since it's not as heavy as lipstick. Throughout highschool I wore MARK which is a line by Avon devoted to younger girls, so you may want to check out some of their stuff.
I was and am a Tomboy....in school, I wore makeup on Friday nights cause I was a colorguard in the band....on homecoming....and to the prom LOL

When I went off to college....I started to get more into makeup, but I did not start wearing foundation REGULARY until I was dayum near 30 years old ~yes, that was recently~
I still don't wear it everyday (like today)....my face needs to breathe....

and they will be able to start MAYBE at 13-14 with mascara....I will monitor it though
I would let her....she is asking for basics....I would also set boundaries and explain why....
You can wear mascara and eye shadow (maybe even eye liner) and lip gloss ~clear no color~ but you cannot wear foundation because your skin is too pretty for that....

I really never wanted to wear makeup, but I was 13 when I was allowed to wear make up. We (my sister and I) had to be 13 to do everything. Shave our legs, put on make up. Any thing. Hell I started my period and knew how to use a tampon at 10, but had no clue what to do with some eye liner til i was 15. O my backward life.
I think it has to do with the person.
My nieces are 16 and 17 and they have both been getting their eyebrows arched and wearing eye liner for about 2 years now. They also wear lip gloss. Nothing with real color just a gloss for shine.
My daughter didn't wear make up unless she was going to a dance or something..prom, home coming. But I think it would have been okay if she wanted to wear it at 14. As long as she wasn't walking around looking like Tammy Fay. It really depends on the muturity and how reponsible and respectful that person wearing it is.
