Online petitions are not effective. Phone calls and letters to your congressman make the difference. I've volunteered during elections and such and have heard this from people that work for senators and congressmans. Pick up the phone and call. It makes a difference. They'll pass bills just to keep the phone from ringing off the hook!! (Well, they'll try!!)
