Saggy boobs/skin
I have a couple of suggestions . You can go swimming for exercise - particularly the breaststroke really lifts them ( as well as tightening every other muscle in the body - its the best overall shaper upper I know ).
Sitting in the sun helps tighten skin as does sal****er and salicylic acid containing body scrubs ( acne section drugstore - Neutrogena makes a great and cheap grapefruit scented one )
The best targeted weightlifting exercise is doing flys on a downward sloping bench with barbells. The downward slide is so the exercise develops a muscle shelf under the boobs which both holds them in place and lifts them skyward . If you're a gym regular this is easy to work into your routine an an easy exercise in general . Pushups ( of any kind ) also work mainly to pull back the shoulders and reposition the look of the chest though they don't actually much affect the boobies.
Sadly, as others have stated, there is no non-surgical alternative.
As the poster above me suggests, exercise will also not change this. Exercise will build muscle, but you won't be able to to build up muscle to fill your breasts. She also suggests sun, but this won't lead to skin tightening and will potentially leave you with skin cancer.
As for cost? It really depends on where you are and the surgeon you use. Unlike some lucky people, my insurance covers nothing. My cost for the lift will be around $5000 I believe. (But I'm not 100% sure because I'm getting an upper body lift at the same time.)

Buy good bras and shapewear. Or start saving for plastics if that is what you want.
Getting used to our own bodies and not bashing ourselves is not always easy. One thing I try to do is to pick something good about yourself after surgery.
It may sound silly but we have a tendencies to really put ourselves down.
Ugh!! I completely agree! The way my breasts look bothers me more than the way my stomach looks - maybe even more than the bat wings?? My husband also says that he still appreciates my body, but does miss the nice full breasts.
I can't tell you how many new bras I have purchased in the last several months. Certainly to keep up with the weight loss, but also because none of them seem to fit my new saggy breasts appropriately.
I joke around that for my 50th birthday, I am going to gift myself some new breasts (3 years from now).
I do need to work on building some muscle, but am quite confident that in order to not be so self conscious about my breasts, I'll need to save up for plastics. I do notice that my posture is so much worse with the weight loss, not sure if that is partly due to the significant sagging? And although the bad posture makes my back ache, I'm not sure that that would qualify as a medical necessity.
Shaping undergarments are your best bet until you decide on plastic surgery. I always feel confident when Ft. Knox (as my husband calls it) is in full-force. A good bra is a must. Forget the cute ones - and go for full support instead. Even at a 38D, I still prefer Lane Bryant's Cacique Balconette over all bras on the market, so much that I special order them (because they don't carry this size in the store). A good bra will make you look and feel much better.
Money and time never came together for me at the same time for plastics, and now that I'm in my late 40's, other women's bodies are drooping so I'm starting to match them.

Probably not much to be done other than proper fitting undergarments and clothing and toning up muscles. Maybe someone could start a business helping wls patients with finding the right clothing to deal with the droops and sags. I wear the same kind of stuff I did before surgery only much smaller. But I am a fashion disaster. Diane S
I've had really good luck at local lingerie stores - i.e., non-chains.
