Can't post pictures and the Help Form does not work

I have tried unsuccessfully with several browsers to post pictures today.  I used the Help form to report the problem.  The Help form takes me to a screen that asks who I am sending it to.

What photos are you trying to load?  Avatar or photos to your profile? Do you get an error message or what is happening?  What device are you using?
