Denied due to Bipolar

Does not sound like it is just because of bipolar but the control. If you are not stable on meds or don't WANT to be, then you would not be a good candidate for something this drastic which requires life long changes and mental stability

Medicare is different for every state.  It took me forever to find the info I was looking for but it told me EXACTLY how Medicare handles WLS in Texas.  Or call MEDICARE and ask them.

No, MediCARE is a Federal program, and it's the same everywhere. MediCAID is a state program, and each state has its own rules.
