Is she interested in getting bariatric surgery or are you trying to convince her to get it? If she is interested, she should contact her insurance to see if she is covered and go from there.

Ok I'll bite, your question does seem out of character to what is usually posted here, so I'm not sure if this is what you're really asking, or if you really want to ask something else.
That being said I'm guessing that you've never worn heels b4, your feet would probably swell up if you wear heels all day, not for a short walk to a scooter so I'm guessing that her weight is a big factor. You should really ask a podiatrist for professional advice/information.

Short answer---yes, most likely. Long answer---there are a lot of reasons peoples' feet swell, but wearing high heels doesn't help any.
The big questions is---why are YOU asking, instead of your sister? Is she interested in having WLS to improve her health? If so, then SHE should be asking questions for herself.
