Itching
IDK if this is your situation, but i had such itchy skin that i would scratch it until it bled - turned out my thyroid was out of whack and my vitamin was VERY low - both of which ahve a symptom of itchy (and often dry) skin - if it's not weather related and a good moisturizer doesn't help i'd talk to the doc!
Sounds like something to talk to your PCP about.

flees? or allergies?
I take benadryl at night and zyrtec (all generic) in the morning. Hate that - but if I don't I itch and get cpovered by hives.
I developed allergies to "things" over the years.. Tehya regetting worse. I develop some food allergies and probably something else.
I am planning to see an allergy specialist. If you decide to see someone - make sure they are familiar with food allergies. There are some docs who still think this is "fab" only in a patient head.
