It's a Papillon!!! Mine is sleeping right next to me after working so hard at her first ever nursing home visit. She did all her tricks:
stay
come
crawl
dance
spin
twist
speak
get in/ out /on a box
ride in her wagon
jump over the other dogs lined up in a row
And get petted by 20 wonderful senior citizens.
Her ears aren't even butterfly ears yet because she is only 5 months old. But I can't wait until she looks like the dog in your picture.

I have a Border Collie so I know what you mean. And no, she's not a BC but she is pretty darned smart. She"wants" to be yappy and her littermate owner is complaining that her sister is yappy and her mother and a grown sister were yappy as hell. I just don't allow it and it isn't going to be a problem for me.
I'm enjoying training a small dog very much. There are many things that she can do easily due to her size that my BC could do, but would take longer to teach.
As for competitive obedience? I think it is MUCH harder with a toy dog. But for what I want to do she's perfect.
My obedience instructor says in her years of experience teaching competitive obedience the Paps are the smartest of the toy dogs but I worked with a TINY (2lbs?) poodle, a tiny Pom, and a Bichon and they were all very good.
I had said I would never get a breed other than a BC but I am really loving this little thing. She is just so adorable.
Now that we have one nursing home visit under our belts I'm working on ideas for more tricks. Getting the wow factor is going to require some jumping and larger visual type things that the old folks can see. Some of them miss the little behaviors that she can do just because she is so small.
