I don't think that true... I found pre-op that drinking with my meals would let me eat more. I wasn't washing things through like you can with a stoma, but the food gets mushier faster so the pylorus valve opens up sooner, just like yogurt goes through us faster than chicken.
In fact, my son -- who is underweight - always gives his dad a hard time about drinking water with a meal. He tells him the only reason to do that is to fit more food in.
For me, I am not as religious about not drinking 45-60 min. after eating any more because I don't seem to need to be, especially this time of year when I'm doing hard training and struggling to eat enough. But I do find that drinking with my meals is problematic and drinking immediately after my meals is too. It actually HURTS to do this if I'm not careful. I'm almost 3 years out so it's not a newbie-only thing.
