How does one control Reactive Hyperglycemia?
*hypoglycemia
The best way to control it is to eat every 2 hours, something small like a snack. You'll get a lot of great advice if the right people see your post.
Yes, you can get diabetes after weight loss surgery, especially if you had Type 2 prior to the weight loss and gain some or most or all of it back. RNY isn't a cure for diabetes, but it can be kept at bay if you keep the weight off. The DS is highly effective in resolving Type 2 diabetes. If diabetes is a problem for you now, look into the DS before you look into anything else. You'll thank yourself later for making that decision.

Sorry, just noticed you'd already had surgery. Sorry. I guess with these questions I just assumed you were pre-op.
You can become diabetic again and for most people, it doesn't take much.

Did you have RH when you were overweight and snacking on potato chips, cupcakes, and Hershey kisses? I did not.
I got it when I was only eating low carb, sugarfree, high protein food. I think my body was used to the junk and rebelled until I went back to feeding it some sugar and other carbs again. I could not live with the fear of RH. So I gradually added full sugar items back to my eating until the RH stopped happening.
I know that this is not the politically correct answer. Eating some protein meals every two hours still left me with dizzy attacks. Sugar is the only thing that helped me.

Eat small meals FREQUENTLY and get a meter/test strips, and keep glucgacon on hand for your lows.
I've been researching this, you can see what I have on RH here on my blog.
