 Hi, yes to your answer. Most places will make you fill out a health form. 
I'm allergic to what they use in the Red ink. The lady that did my tat used a different kind of ink. She said it would fade a little faster but better safe then sorry.. 
So just ask, explain. Be honest with the health form..

I"m going to get another ladybug on my back when I get to ONEderland.  then eventually have a parade of ladbybugs down my back one bug for every ten pounds I think.

 After surgery, after I reach my end goal, I will get my kid's initials on my c-section scars. Over near my right hip. I've always wanted to, but holding up tummy fat to do it didn't sound like fun and sure didn't sound sexy. My plastics guy said he could do the tuck and it would leave a piece of each (4 scars) to put the tats on. That's my wish anyhow.

This is my most recent one I got in Hawaii in November. It's traditional Polynesian and it represents new begining. I got is in honor my my divorce.

My big tattoo I got about three years after my surgery to cover all my strech marks. It goes all the way around.

Great tattoos!  i was actually thinking about something similar to what you were saying about the stretchmarks.  i was thinking of something on my chest, when I lose the weight, to cover this big scar I have.  Maybe like a Celtic cross or something...

Most tattoo artists won't tattoo over scars or stretch marks as the ink will bleed and the tattoo will look horrible. I can attest to that as I do have a few tattoos going over scars I have on my left arm - s be careful!
