Help Basic Health

Does anyone know a woman who lives in Vancover, WA. She has Basic Health, she had her surgery done in Portland, Or. Basic health has denied my revision, I have an old JLB that was done in 1975 and it really needs to be fixed, I have major problems, I need to find out how she got Basic Health to pay for her surgery.
