What cell phone carrier do you have? Most companies have coverage maps on their websites.

Make sure you check with your phone company to see what they charge for international roaming. Some may charge for the minute, other carriers may offer a "day pass" (AT&T is $10/day) to call from outside the US.
Honestly, you may not feel up to doing a video chat. When I was in the hospital, I slept 80% of the time, and the rest of the time I was stoned out of my gourd on pain meds. I can understand missing your kids-- I have a toddler of your own-- but it's possible you may not be up to it.

Call your cell phone company only they will know for sure. (and ask if you will be charges extra for it!) If you need to ... look into buying a burner phone from the area ... like just the other day I bought a smart phone for $20 ... and a minute card for it for $30.
If you fall down you just have to get back up.
