I am a BIG thrift store shopper these days, but I don't wear a lot of dressy work clothes. However, I have hit the sales at Kohl's and found some really cute things for considerably less than retail. Especially, if you can shop now, for fall. Don't you LOVE it that you have gone from a 22 to a 6? I have too (an 8/6--but only in the pants) Good Luck - and don't rule out those resale shops, especially the consignment ones. You can find some extraordinary things there!

I am 5'1", very short and petite, but only down to a size 8/10 top, 12/14 bottoms... Have been suffering with similar problems, but everyone at work is constantly complimenting me on clothes... Funny thing is, I don't spend much and are a very careful shopper.
So, here's my secret - I go to JC Penny's and shop all through their misses and petite department. I won't pay full price and only buy when they have a good sale (20-40% or more off). I buy their Lee brands dress slacks in petite and they fit fantastic and at around $20, I can afford every color and changing sizes as I've lost weight. They always have a good selection of skirts and tons of different dressy tops.
Layer your look so the pieces will mix/match. Pick one or two base colors and bold tops to coordinate. I wear a lot of sweaters now over things, and don't get too hung up on the upper arm thing with sleeveless as a result. You can't go wrong with basic black or Navy for winter. Navy will carry you just fine through summer and add tan/kahki into the mix. I love bold colors and mix bright blues, pinks and greens in for splashes of color. When traveling, I can take one pair of pants and multiple tops and have great looking outfits, for minimal cost and hassle with packing.
One other great find; Fashion Bug - I used to get tons of stuff there, but not as much this summer. However, when they have a 40-50% off storewide sale, you can't beat them.
For workout tops - Target or Wal-Mart. Also get bras at Wal-Mart, but panties at Penny's. Lastly, can't beat the prices for night wear at Wal-Mart and they change with the season. I love the stuff because it's not expensive, looks great and washes/wears well.

If you figure this out, let me know. I'm still looking for that single GO TO store. I haven't found it. I find a few pieces here and there, but mostly when I find slothes small enough they look like a teen and not a professional.
I've had luck with one suit at Marshalls. Pants I found at Kohls. Tops and a dress at Ross. Casual fun stuff at Dots.
