Exercise is not necessary to lose weight.

Diet is.  If you eating too much or the wrong foods - you will not lose. Change your diet.

Movement is good - but simple chair exercise, or water exercise,as as good as any.

I can't walk very much because of nerve damage in my feet and bad knees.  I go to the pool at the hospital and just walk the length of the pool back and forth.

I also have a messed up back (bulged disk and arthritis) and i would recommend a recumbent bike or water aerobics. both low impact on your back

As others have mentioned, journal your food, you will be surprised when you see how much you are really eating.

As for exercise, I have arthritis in my knees, walking great distances is difficult, but I can do 4-5 miles on the stationary bike in 30 minutes, it's great for cardio and strength and does not bother my knees or my back.  NYmom also mentioned Pandora.  I also listen to Pandora when I am on the bike, the time just slips away.
