surgery/insurance options for USA resident?

Is there anyone from the USA who has had surgery in Quebec by Dr Gagner?

i am not a surgery candidate, but am asking for my cousin, who needs care.  (care from the best!)

If your cousin was to havr surgery in Montreal.. they would have to pay it all. Canada/Quebec will not cover non-residents. Ther is also Dr. Christou who does WLS and he does it privately..the cost id about 18K
