I looked up the plans you listed as best as I could. Insurance jargon is always confusing to me.
The best that I can tell is that while both plans say they do not cover services for the treatment of obesity or morbid obesity, it does not define weight loss surgery.
I am a Washington State Employee. When WLS was excluded on our plans it was very specifically defined....It identified WLS, it defined that it did not matter if it was considered medically necessary or life threatening. Insurance jargon was very careful to be as all inclusive as possible to ensure no surgeries get approved. I just don't see that on your plans.
I know you said you talked to someone, but who? If you called the plans, all you got was a customer service rep. I speak from a lot of experience...hang up the phone and call 5 more times and you're more than likely to get at least 3 more different answers.
I would highly suggest that you call your human resource person and ask specifically if it is covered and if they either don't know or say no, I would ask who would know or please refer me to the section in the handbook that labels this. Do a lot of research and have your ducks in a row.
If it truly is an exclusion, there will be no getting around it. But it may be that if it is deemed "medically necessary" and insurance companies have their own definitions for that term, it may indeed be covered.
I still have a gut feeling that it is covered. State employees and school employees generally have the same coverage...from what I've heard, I think school employees actually have it a little better...I may be mis-informed....
Have you thought about where you want to have surgery? Are you planning on going through Oregon Weight Loss or OSHU? Both have insurance reps in their programs that can also give you a wealth of information. You don't have to wait until the seminar to find out.
Definitely, if it is covered, you will be required to go to a "Center of Excellence".
My experience from the past is that if WLS is an exclusion, then any services needed to be approved (ie. sleep study, labs, psych. eval, and including complications that may arise from the result of the surgery) will not be covered.
Some of it, you may be able to get around if you have a suppportive doctor. Things like labs and sleep study I would request and not necessarily volunteer that it is needed as a pre-requisite for surgery.
If you don't have a primary care physician and are leaning towards Providence, I would highly recommend Dr. Robert Wells. He is very kind, and very supportive of WLS. He will do what he can to help.
Sorry so long winded....I'm a social worker by profession...so that kind of kicked in. Also, mine has been a long and somewhat painful journey...so I try to share what I have learned along the way to cut out some unnecessary pain for someone else.

I dont know what your insurance will or will not cover but you can call them! IN fact you can call both of them before you decide and find out. It is really hard to say whether one company will or will not cover WLS because even within United Healthcare (my insurance) there are so many sub-types that one person will not be covered while another will. It really depends on the company you work (or your husband) works for.
Another issue I had was that my insurance company would not tell me fully whether i was covered or not. It took a call from the surgeons office. Do as much homework as you can and then get your doctors office on it.
I was not told explicitly that I could not have caffeine but I know i could not have Diet Coke (the liquid i was most concerned about). It has all be fairly easy. I had one day where I had a little headache. I also had one cup of British Tea (my dear husband made if for me when i was feeling sorry for myself on liquids) . Other than that I have been caffeine free all this time. I have to tell you I dont lay awake before i go to sleep anymore. I am out when my head hits the pillow. Im thinking maybe the caffeine thing has something to do with it.
Im not going to lie-the first two days hurt pretty bad. They do let you have some pretty good drugs though. and YOu sleep on those drugs. Walking after surgery is Key-your recover much faster if you grit your teeth and get your keester out of bed/off the couch and walk around. It helps with gas pains from the lap surgery and it helps with healing. After about a week there was very little pain left. Only a little tugging ache when I twist my port around.

Check out Bariatriceating.com and look for their protein pages. I know a lot of people bash Susan Maria's site, they don't like that she advertises on this site blah blah blah, but... she does do her research on the products *shrug*.
Matrix, Syntrax, Isopure (the new bottled premade) all make pretty decent tasting stuff.
I buy all of my protein online at a variety of different websites.
The protein part is the MOST important aspect of the surgery guys, and if we can't get enough from food, we have to supplement with real protein powders (preferrably whey protein isolate) according to our nutritionists.
But we don't have to suffer *grin* I make awesome SF "frappacinos" at home with unflavored protein and sf syrups, or hot Chai with vanilla cinammon protein powder mixed in, etc... there are a ton of choices, but it took me a lot of experimenting to find stuff I will drink every day.
So don't give up! Bottoms up all hehe Oh, and if anyone wants brands or recipes let's exchange, I'm always looking for new ideas too :)

I use Optimum Nutrition's Any Whey Unflavored protein powder. I put it in my homemade "frappacino's" made with sugar free Torani syrups :P It's also great to use in hot food and to bake with.
I order mine from Netrition.com because their shipping charge is only 4.95 for ground, but you can get it from a ton of places online, just Google it.
I am also trying NOW Foods Whey Protein Isolate unflavored this week, and it's not bad, a little more "proteiny" smelling, but decent.
There are a million protein powders out there, a lot of them very good. I would recommend that you don't limit yourself to what you can buy in stores, do some shopping online :) Syntrax makes awesome fruit flavors, Isopure makes really cool premixed bottled "teas" that are 40g of protein in a bottle, etc...
