Anyone get approval by BCBS OR to pay for plastics?

Has anyone that works for the state get BCBS (PEBB) to pay for any type of plastic surgery? I have an excess amount of skin and I think I am having back problems because I have so much hanging skin on my abdomen (is that possible?) and I don't think any time in the near future I will be able to afford any plastics on my own. Thanks for any feedback.
