Stuck....
When was the last time you had a physical with full blood work? Sometimes there are things off that can cause slow metabolism. One I am very familiar with is Thyroid, but I know that there are others too. Also, have you had a sleep test done? If you are currently on any medications, check the side effects of them. Sometimes they can cause problems, but a different pill wont.
I know how frustrating it is. At one point before surgery, I don't remember what I was eating but I was doing Tai Kwan Do at lunch 5 days a week, plus 3 hours Friday evening. And I didn't lose weight either.

I just had full blood work 2 months ago. They are very surprised how well it came back. A little low on vitamin d but that is normal for an Alberta person this time of the year. My thyroid is very normal they say and has been every year they check on it. I just did the sleep test last night. I don't take any meds.
I waitress so I am on my feet for hours. I work out three times a week. And walk my dogs every day. I also work with horses three times a week. I also do a lot of yard work as I have have a huge yard and garden.
Sometimes sleep apnea can affect your weight loss, so if that's treated it might help.
Our bodies get used to our routines, and adjust to it. Sometimes you have to shake your routine up to get your body moving again. Have you thought of having a session with a personal trainer? You seem to be doing a lot of exercise, but they may be able to help you adjust what you are doing to make it more effective. Sometimes little tweaks can make a difference. One thing that they may look at is your workout, and see if they can make it more efficient for you or change up the routine. Or suggest using weights as you walk (ankle, wrist). Or suggest movements when you are gardening that will move your muscles differently.
