brother has pacemaker-defibulato, can he have lapband?

Hi, my brother is 51 years old and has a Pacemaker/defibulator and wants to have the lapband. he really needs to have this surgery. he weighs 260 and is on medicare. does anyone know if oklahoma pays for lapband and also which doctors except medicare. thanks reba
