Humana Choicecare PS appeal-denied

Well as i suspected humana denied my appeal. Here is the reason "Exclusions #21 Weight reduction programs, associated prescription drugs and diagnostic and surgical procedures except for vertically banded gastroplasty are not covered." I'm sorry this does not make sense to me. The paragraph above it says the appeal was upheld because cosmetic related surgery for weight reduction is an exclusion to the health plan. I must be dense because I can't see how the two relate. My next step is to go to Ohio Dept of insurance and appeal there. I have nothing to lose but time. This is actually helping my self esteem because i am not sitting by and accepting this. Sorry to be angry here but i can't afford to do this self pay and these are issues i have been struggling with for years even when i was a kid.
