would i qualify for surgery ???

i'm 21 years old, 5'4-5 , 226 with a bmi of 37.6 a lot of people tell me that i'm not so big to have surgery but others say i do... i may not have a bmi of 40 + but diabetes runs in my family... my question is .. do you think i'll be a candidate with my bmi or would my insurance co give me a hard time about it?
