Self-insurance in NE that covers surgery?

Has anyone had the surgery covered by a self-insured insurance plan? Or does anyone know of an insurance plan that someone can get that does cover surgery?  My mother is uninsured, no chance that insurance will be offered by her employer. She would like to have the surgery, but we would like to find her an insurance plan that will cover the surgery should she choose to have it.  Thanks for help!

 

Very unlikely.  If she is a WLS candidate, she would never pass individual underwriting anyway.  I actually changed jobs to the US Govt to get the coverage.
