Medicaid ??? Out of State Ever Ok?

I've spent a while now researching the rules of medicaid and I can't seem to locate it, so I'm hoping someone can help me out here.

Does anyone know if Medicaid allows you to go out of state doctors? I believe that it is allowed for emergency room visits, but don't know about regular doctors.  I'm closer to TN border than many Drs in NC that I'm researching, so if I could go that route, my life would be easier.  A friend of a friend commented that she thought it was allowed within certain miles of the border but I can't seem to find that anywhere.

Any thoughts or ideas ??? ....

That stinks!!!  (but I kinda thought that was the case)

I'm only 15 miles from TN border and it would be so much easier to just go to TN then to drive for hours to get to a NC doctor.  Thanks for the info though.
