Not in NB... but...
We have 2 surgeons, one in Moncton, and a new one in Bathurst. I have been waiting for 5 years to see the Dr in Moncton, but people are seeing the Bathurst Dr in a week or two for the consult, but he has not started doing surgery yet. He starts in January. i am on the verge of finally getting my surgery or I would have tried the new doctor. The new Dr also does DS.
I believe Dr S also does the "Sleeve" procedure.
If you are considering the RnY what are the reasons? Would the DS be a suitable change? Research them both to see which would be better for you and then no harm in a consult if the DS is a viable choice.

The two main reasons I chose RNY is because I'm really scared of the recovery with the long incision with the DS vs. several small incisions with RNY. Also, the closest surgeon was 5 hours away and only performs RNY.
I like what the DS has to offer after the recovery though... but with having 2 little ones (4 and 2) I need to be back on my feet ASAP.
I'm not willing to wait 4-5 years. I'm only 3 weeks away from having my surgery here (well, in NY). I decided it would be best that I stick it out and once I'm cleared to move, I'll be going back to NB to be with my Mom. She's very sick, and although she's not significantly over weight, she used to be and her health problems can directly effect me (both of us ALWAYS have a swollen right foot and calf). If I postpone my surgery, I can quite possibly be in her shoes in the next 5-10 years (I'm only 25). My DH is also military and we're hoping a posting will come of me and the kids moving.
Kim - I can't answer your question. They MIGHT cover it... I had my DS in NB after being there for 4-5 months. I never received a bill for it. Not that it's the same as elective surgery... but technically, they didn't have to provide coverage.
