gastric bypass Law ?

I have a friend who had this surgery 2 years ago and live in california and she went to her PS and told the insurance would cover this and she didn't think so and he told her their is a law saying the insurance can't denied you a TT if you had gastric bypass since we have rash with all the weight we have lost. If this was a federal law this would be neat. I am having an appeal meeting June 30 so I ned to get it in the mail by June 22 so if this is true I could put that in my appeal.
