when is the best time to prune roses

I know Jan should know this. I have a huge one that already has leaves and is growing. Is it to early to prune it? My fruit trees are blooming too. I just know that means no fruit this year because it will frost if not freeze many more nights up here.Daffadils are blooming but no tulips yet. When is it safe to plant my flower seeds?

my books all say to prune roses before they get leaves on them....you can cut out the old dead stuff 

flower seeds i probably wouldnt plant till about the first week of may....some would be allright planting them earlier but not all of them.....

my tulips are all getting big buds on them...hope the frost doesnt get your fruit trees
