Well, since I keep getting denials from CIGNA, I decided to get online and do a little research. Hi Samantha, What a frustrating and maddening experience for you! I think your plan to write a letter to the State Bureau of Insurance is a good one. Filing a formal complaint with them is an option in addition to writing a letter. You seem to have been "jerked around" a lot. You have my complete support and understanding. Don't give up.
