BCBS Federal PPO denied my lap band.....

I got a verbal notice today that my request has been denied for lap band. They will only pay for RNY. Its not specifically excluded, they just claim its "investigational" - this really ****** me off because BCBS of maryland is approving it now.... How can the federal policy not approve it ! I am going to appeal -but I am really sad because I wanted to get it done before we move in October so I wouldn't be healing during the move, but now it may be much much longer.... and/or I might even have to wait until january and change insurance during open season.....
