I think that many doctors would do surgery on someone age 21 if they pass the psych eval.

The age of 18 is the youngest age a person can have RNY/WLS.  My son was 19 and had his WLS in August 2009.  He has lost 110 pounds.  Per insurance regs, the patient must be 18 or older.

THIRTEEN IN MEXICO?!?!  That is insane...  Most doctors require that you be able and ready to make a life changing decision - that will effect you in some way for the rest of your life...
