My friends think that I'm a freak when it comes to my children's birthday parties. I love them and go overboard. I've learned over the years to tame it, though. However, all of their friends love them and I have a blas****ching it all come together. That being said...
I just read the best idea in a magazine about a "bubble" party. You can buy bubbles on clearance right now since it is the end of summer. You can blow bubbles for a "bubble chase" and use them as party gifts. The coolest thing about the idea was that they used bubble wrap as entertainment and place mats. Kids would have a blast playing games like "mother may i," "duck, duck, goose," etc. on taped together bubble wrap. Bubble wrap is pretty cheap as well. You can blow up balloons and have a "bubble stomp" game to see who can stomp the most bubbles. Kids will love the popping noise. The possibilities are endless.
Since she's only four, I wouldn't invite anymore than 3-5 of "favorite" friends. Anymore than that, and it gets overwhelming for your child (something I've learned over the years).
Good luck and have fun!

A "beauty party" complete w/ nail polish, hair styling and dress up in big girl clothes.
Have cup cakes and let them decorate them, slice and bake cookies and let then decorate. Koolaid punch let them help make. White paper table cloth and let them decorate with cheap markers from Dollar Tree. Paper crowns they can make.
Google ideas from children's sites or children's sites. Lots of free color sheets to download.
Bake a cake mix sheet cake and let her decorate her own cake with sprinkles/candy/ candles.
P.S. I am a Home Economics teacher/director of a child care center. I don't know much but I do know how to get by cheap but cute.
